چکیده

هدف: با توجه به پیچیدگی مسائل حوزه تربیت‌بدنی و سلامت دانش‌آموزی و تعدد ذی‌نفعان در این حوزه، گذار از الگوهای سنتی مدیریت به رویکردهای مشارکتی و شبکه‌ای به‌عنوان ضرورتی اجتناب‌ناپذیر مطرح است. هدف پژوهش حاضر، شناسایی و تبیین راهبردهای توسعه حکمرانی همکارانه در معاونت تربیت‌بدنی و سلامت وزارت آموزش و پرورش ایران بود.
روش‌شناسی: پژوهش با رویکردی کیفی و با استفاده از روش تحلیل مضمون بازتابی انجام شد. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته عمیق با 20 نفر از مدیران، کارشناسان، اساتید و متخصصان حوزه تربیت‌بدنی و سلامت وزارت آموزش و پرورش گردآوری شد. نمونه‌گیری به‌صورت هدفمند و بر اساس معیارهای خبرگی انجام گرفت. تحلیل داده‌ها بر اساس الگوی شش‌مرحله‌ای براون و کلارک صورت پذیرفت و برای افزایش اعتبار یافته‌ها از راهبردهایی همچون مثلث‌سازی، بازبینی همتایان و بازبینی مشارکت‌کنندگان استفاده شد.
یافته‌ها: 12 مضمون اصلی و 138 مضمون فرعی شناسایی شد. مضامین اصلی شامل توسعه روابط عمومی و رسانه، مدیریت دانش، چارچوب‌های راهبردی همکاری، سازوکارهای حکمرانی مشارکتی، اعتمادسازی، بسترسازی فناورانه، بسترهای حقوقی، سیاست‌گذاری مالی، انعطاف ساختاری، فرهنگ مشارکتی، توانمندسازی منابع انسانی و نظام پایش عملکرد بود.
نتیجه‌گیری: یافته‌ها نشان داد حکمرانی همکارانه در معاونت تربیت‌بدنی و سلامت مستلزم رویکردی چندبعدی و شبکه‌ای است که هم‌زمان ابعاد ساختاری، نهادی، فناورانه و فرهنگی را دربر گیرد. این پژوهش می‌تواند مبنایی برای بازطراحی سیاست‌ها و تقویت همکاری‌های بین‌سازمانی در حوزه تربیت‌بدنی و سلامت دانش‌آموزی فراهم آورد.

چکیده [English]

Objective: Given the complexity of issues in physical education and student health and the multiplicity of stakeholders involved, shifting from traditional management models to participatory and network-based approaches is an unavoidable necessity. This study aimed to identify and explain strategies for developing collaborative governance in the Deputy of Physical Education and Health of Iran’s Ministry of Education.
Methodology: This qualitative study employed reflective thematic analysis. Data were collected through in-depth semi-structured interviews with 20 managers, experts, academics, and specialists in the field of physical education and health within the Ministry of Education. Participants were purposively selected based on expertise criteria. Data analysis followed Braun and Clarke’s six-phase thematic analysis framework. To enhance trustworthiness, strategies such as triangulation, peer debriefing, and member checking were used.
Results: The analysis yielded 12 main themes and 138 sub-themes. The main themes included public relations and media development, knowledge management, strategic cooperation frameworks, participatory governance mechanisms, trust-building, technological infrastructure, legal frameworks, financial policymaking, structural flexibility, participatory culture, human resource empowerment, and performance monitoring systems.
Conclusion: The findings indicate that collaborative governance in the Deputy of Physical Education and Health requires a multidimensional and network-based approach that simultaneously addresses structural, institutional, technological, and cultural dimensions. This study can provide a basis for redesigning policies and strengthening inter-organizational cooperation in the field of student physical education and health.
