چکیده

هدف: هدف از این پژوهش، شناسایی مضامین کلیدی و ارائه چارچوب مفهومی ظرفیت‌­سازی توسعه ورزش همگانی در ایران بود.
روش‌شناسی: روش پژوهش از نوع کیفی با رویکرد تماتیک بود. مشارکت‌کنندگان پژوهش شامل صاحب‌­نظران علمی (اساتید و پژوهشگران دانشگاهی) و صاحب­‌نظران اجرایی (مدیران و کارشناسان سازمان‌ها) موضوع پژوهش بودند. تعداد نمونه بر حسب رسیدن به اشباع نظری 15 نفر و به روش نظری (قضاوتی) انتخاب شد. ابزار پژوهش مصاحبه­ نیمه اکتشافی (نیمه هدایت شده) به همراه مطالعه کتابخانه‌­ای و اسنادی بود. روایی ابزار و نتایج پژوهش براساس مطلوب بودن شایستگی علمی و اجرایی مصاحبه­‌شوندگان، تایید روایی محتوای چارچوب مصاحبه توسط پژوهشگران خبره و میزان توافق بین دو مصحح کدگذاری ارزیابی و تایید شد. جهت تحلیل یافته‌­ها از روش کدگذاری مفهومی چندمرحله‌­ای استفاده شد.
یافته‌ها: چارچوب مستخرج از یافته­های کیفی شامل 4 تم اصلی، 9 تم فرعی، 30 مضامین کلیدی و 88 مفهوم محوری بود. چهار تم مفهومی به توالی اثرگذاری-اثرپذیری کلی مضامین زیرمجموعه آن­ها در مدل شامل  بستر محیطی ظرفیت­سازی (پیشران‌­ها و بازدارنده­‌ها)، قابلیت سیستم فرابخشی ظرفیت­‌سازی (راهبردها، فرایند و سطوح)، ظرفیت‌­سازی محورهای توسعه (محورهای منابع و سازوکارها) و کارکردهای ظرفیت‌سازی ورزش همگانی (توسعه ظرفیت‌­ها و ظرفیت­‌های توسعه پایدار) می‌­باشد.
نتیجه‌گیری: ظرفیت­‌سازی توسعه ورزش همگانی به استفاده از ظرفیت­‌های پایدار کشور وابسته است و قابلیت‌های محیطی و محدودیت­‌های ادارک شده بر یکپارچه‌سازی سیستم راهبردی و چندسطحی مدیریت ورزش همگانی اثرگذار است. از این رو، به مدیران حوزه ورزش همگانی پیشنهاد می­‌شود برای برنامه­‌ریزی و تحقق ظرفیت­‌سازی این حوزه از چارچوب و مولفه­‌های این پژوهش به عنوان راهنمای توسعه ورزش همگانی استفاده نمایند.

چکیده [English]

Objective: The purpose of this research was to identify key themes and provide a conceptual framework for capacity building on the development of Sport for all in Iran.
Methodology: The method was qualitative with a thematic approach. The research participants included scientific experts (university professors and researchers) and executive experts (managers and experts of the research organizations). The number of samples was selected according to the theoretical saturation of 15 people. Sampling was also done in a theoretical (judgmental) way. The research tool was semi-exploratory interview (semi-directed) along with library and document study. The validity of research tools and results was evaluated and confirmed based on the desirability of the scientific and executive competence of the interviewees, the validity of the content of the interview framework by expert researchers, and the level of agreement between the two coders. Multi-stage conceptual coding method was used to analyze the findings.
Results: The framework derived from the qualitative findings included 4 main themes, 9 sub-themes, 30 key themes and 88 central concepts. The four conceptual themes in the sequence of overall effectiveness-effectiveness of their subcategory themes in the model include; The environmental base of capacity building (drivers and inhibitors), the ability of the multi-sectoral system of capacity building (strategies, processes and levels), the capacity building of the pillars of development (axis of resources and mechanisms) and the functions of capacity building of sport for all (development of capacities) and sustainable development capacities).
Conclusion:The capacity building of the development of sport for all is depended on sustainable capacities of IRAN; and environmental capabilities and the perceived limitations impact on the integration of the strategic system and multi-level management of Sport for all. Therefore, it is suggested to the managers of of sport for all to pay attention to capacity building, as an executive strategy, and from the framework and components for development planning and monitoring of sport for all.
