چکیده
هدف: هدف پژوهش، تدوین نقشه استراتژیک توسعه ورزش های ساحلی ایران با تلفیق تکنیک های BSC و ISM بود.
روش شناسی: روش پژوهش، توصیفی و به لحاظ هدف، کاربردی است. داده ها، با روش میدانی و آمیخته کیفی و کمی گردآوری شد. جامعه آماری پژوهش در بخش کیفی، شامل 18 نفر از خبرگان و در بخش کمی مسئولان کمیته ساحلی فدراسیون ها و هیأتهای استان های ساحلی که ورزش های آبی و ساحلی دارند، برابر با 88 نفر بودند. به دلیل محدودیت اعضا، نمونه آماری با جامعه، برابر شد. ابزار تحقیق، پرسشنامه محقق ساخته، شامل 16 هدف استراتژیک و فرم های خودتعاملی ساختاری و تعیین مناظر BSC بود که روایی پرسشنامه توسط 10 تن از اساتید مدیریت ورزشی دانشگاه و پایایی آن با آزمون آلفای کرونباخ تأیید شد (87/0=α). برای تجزیه و تحلیل داده ها از کای خی دو و تکنیک ISM استفاده شد.
یافته ها: یافته ها چگونگی ارتباط بین اهداف را در هفت سطح و چهار منظر رشد و یادگیری، فرایندها، ذینفعان (مشتری) و توسعه و مالی نشان داد. همچنین یافته ها نشان داد که اهداف افزایش تحقیق و توسعه و اقدامات آموزشی در سطح زیربنایی الگوی ساختاری تفسیری و در منظر رشد و یادگیری قرار گرفتند.
نتیجه گیری: می توان گفت که گسترش اقدامات پژوهشی و آموزشی ورزش های ساحلی تحقق دیگر اهداف را هموار خواهد بود.

چکیده [English]
Objective: The aim of this study was to develop a strategic plan for the development of beach sports in Iran by combining BSC and ISM techniques.
Methodology: The research method is descriptive and applied in terms of purpose. Data were collected by field and mixed qualitative and quantitative methods. The statistical population of the study in the qualitative section, including 18 experts and in the quantitative section, the officials of the Coastal Committee of the federations and delegations of the coastal provinces that have water and beach sports, was equal to 88 people. Due to the limitations of the members, the statistical sample was equal to the community. The research instrument was a researcher-made questionnaire including 16 strategic objectives and structural self-interaction forms and BSC landscaping. The validity of the questionnaire was confirmed by 10 professors of university sports management and its reliability was confirmed by Cronbach's alpha test (α = 0.87). Chi-square and ISM techniques were used to analyze the data.
Findings: The findings showed how the relationship between goals in seven levels and four perspectives of growth and learning, processes, stakeholders (customer) and development and finance. The findings also showed that the objectives of increasing research and development and educational measures were at the basic level of the interpretive structural model and in terms of growth and learning.
Conclusion: It can be said that the expansion of research and educational activities in beach sports will pave the way for the realization of other goals.
