[English]

Objective: This study aims to design a structural model for modernization the school physical education and sport system.
Methodology: This applied, descriptive-analytical research utilized a mixed-methods design. Thematic analysis was employed in the qualitative phase, whereas the quantitative phase integrated the Decision-Making Trial and Evaluation Laboratory (DEMATEL), Interpretive Structural Modeling (ISM), and MICMAC analysis. The study population comprised academic faculty members, administrative managers, Ministry of Education experts, and experienced physical education teachers holding Ph.D. degrees, from whom 17 experts in the qualitative phase and 10 experts in the quantitative phase were selected using purposive sampling.
Results: Findings categorized system factors into three clusters: First, driving/influential factors comprising modern policies and legislation (highest driving power), financial system efficiency, institutional synergy, innovation culture, and technological infrastructure, which play foundational roles; second, dependent factors including transformability of processes and programs, instructional method innovation, achievement realization, and teachers’ innovative capacity as system outcomes; and third, other factors positioned as autonomous due to low driving and dependence power, indicating a weaker structural linkage with the core transformation axis. The absence of factors in the linkage cluster reflects system structural stability.
Conclusion: Modernization the school physical education and sport system requires a structural transformation initiated through policy reform, targeted financing, institutional synergy, and technological infrastructure, thereby fostering pedagogical innovation, enhancing teachers’ innovative capacity, and realizing educational outcomes. This model provides an operational roadmap for transitioning physical education from traditional approaches toward a dynamic, integrated system aligned with modern educational evolutions.
