چکیده

هدف: هدف پژوهش حاضر، طراحی چارچوب ملی استعدادگستری برای ورزش حرفه‌ای ایران از طریق دسترسی عادلانه به فرصت‌های حرکت، بازی و ورزش متناسب با سن از تولد تا ۱۸ سال بود. این دامنه مبتنی بر نظر خبرگان، پوشش پیشنهادی چارچوب است و بازه سنی استعدادیابی محسوب نمی‌شود.
روش‌شناسی: پژوهش کیفی با نظریه داده‌بنیاد کلاسیک گلیزری انجام شد. داده‌ها از مصاحبه‌های عمیق نیمه‌ساختاریافته با ۲۰ خبره که به‌صورت هدفمند و نظری از حوزه‌های سیاست‌گذاری ورزشی، توسعه ورزش پایه، جامعه‌شناسی و روان‌شناسی انتخاب شدند، گردآوری شد. تحلیل با روش مقایسه مستمر و کدگذاری باز، انتخابی و نظری در مکس‌کیودا انجام گرفت. استحکام پژوهش با معیارهای لینکلن و گوبا و توافق بین‌کدگذاران با پی اسکات (0/91) بررسی شد.
یافته‌ها: تحلیل مقایسه‌ای مستمر و تحدید مفهومی، شش بُعد نظری کارکردی شامل بازتوزیع منابع مالی، بازتوزیع دسترسی فضایی، بازتوزیع فرصت اجتماعی، بازتوزیع فرصت رشدی، حاکمیت و همسازی نهادی، و پایش، شفافیت و پاسخگویی، همراه با ۲۰ مؤلفه و ۸۲ راهکار عملیاتی متمایز را آشکار کرد. متغیر هسته «فراهم‌سازی توزیعی و عادلانه فرصت‌های مشارکت ورزشی برای گسترش دامنه استعداد در کودکی و نوجوانی» بود و عدالت در همه ابعاد جریان داشت.
نتیجه‌گیری: استعدادگستری به‌عنوان فرایندی حمایتی، پیوسته و عدالت‌محور در پیوند با مدیریت استعداد مفهوم‌سازی شد. محتوای حمایت با آمادگی رشدی تغییر می‌کند؛ در دوره شیرخوارگی، تأکید بر فرصت حرکت و حمایت از مراقبان است، نه انتخاب استعداد. چارچوب شش‌بُعدی مبنایی برای هماهنگی سیاستی و نظارت فراهم می‌کند. مرز پیشنهادی ۱۸ سال نیازمند اعتبارسنجی رشته‌محور است و به معنای ورود به ورزش حرفه‌ای نیست.

Objective: This study aimed to design national talent expansion framework for
Methodology: A qualitative study using Glaserian classical grounded theory was conducted. Data were collected through in-depth semi-structured interviews with 20 purposefully and theoretically selected experts across sports policy, grassroots development, sociology, and psychology. Analysis followed the constant comparative method (open, selective, and theoretical coding) using MAXQDA software. Trustworthiness was established via Lincoln and Guba’s criteria, and Inter-coder agreement was assessed using Scott’s pi (π = .91).
Results: Continuous comparative analysis and conceptual delimitation yielded six functional theoretical dimensions (Financial Resource Redistribution, Spatial Access Redistribution, Social Opportunity Redistribution, Developmental Opportunity Redistribution, Institutional Governance & Alignment, and Monitoring, Transparency & Accountability), comprising 20 components and 82 distinct operational strategies. The core variable emerged as the “distributive and equitable provision of sporting participation opportunities to widen the talent base during childhood and adolescence,” embedding justice across all dimensions.
Conclusion: The findings conceptualize talent expansion as a continuous equity-oriented support process integrated with talent management. Its content varies with developmental readiness; infancy concerns movement opportunities and caregiver support, not talent selection. The six-dimensional framework provides a basis for coordinated policy and oversight. The proposed 18-year boundary requires sport-specific validation and does not define entry into professional sport.
