چکیده
هدف: مطالعه حاضر با هدف کشف آینده‌های پیش‌روی ورزش استان فارس و تدوین سناریوهای آن برای 20 سال آینده و ارائه استراتژی انجام شده است.
روش‌شناسی: مشارکت‌کنندگان پژوهش حاضر شامل 30 نفر از ذینفعان داخلی و خارجی ورزش استان فارس بودند که بر اساس نمونه‌گیری هدفمند انتخاب شدند. گردآوری داده ها با مصاحبه صورت گرفت. برای طراحی سناریوها از روش تحلیل روند ها و عدم‌قطعیت‌ها استفاده گردید. ابتدا، محدودۀ پروژه مشخص، سپس عوامل اصلی توسعه و نقاط کور با بازخورد 360 درجه شناسایی گردید. پس از آن، دو عدم قطعیت کلیدی به عنوان پایه طراحی سناریوها تدوین شد. در گام بعد تعریف تفصیلی و کامل چهار سناریو ممکن صورت پذیرفت. در مرحلۀ پنجم یک استراتژی کلی بر اساس سناریوها ارائه گردید. استفاده از ماتریس های راهبردی و سیستم اطلاعات جغرافیایی ارائة مدل به روش توصیفی- تحلیلی انجام گرفت.
یافته‌ها: یافته ها نشان داد، توزیع غیرمتوازنی از زیرساخت های سخت افزاری ورزشی وجود دارد. مهمترین هدف ارتقای همگرایی و هماهنگی بین بخشی می باشد. تعمیق نگرش آمایشی برای برقراری توازن در فاکتورهای آمایشی، هم افزایی فعالیتهای ورزشی می تواند به عنوان مهمترین استراتژی های بخش ورزش در نظر گرفته شود.
نتیجه‌گیری: به طور کلی 23 عامل اصلی راهبردی برای توسعه ورزش استان فارس بدست آمد که در نهایت منجر به تولید دو عدم‌قطعیت کلیدی "خصوصی سازی بر مبنای دسترسی حداکثری نسبت به اهداف (ورزش همگانی و قهرمانی) با رویکرد بهره ورانه"و " توسعه گردشگری ورزشی" شد که اساس چهار سناریو اصلی توسعه راهبردی ورزش استان فارس گردیدند.

Strategic scenarios of Fars sports development with a land use planning approach

Objective: The present study was conducted with the aim of discovering the future of sports in Fars province and formulating its scenarios for the next 20 years and presenting a strategy.
Methodology: The participants of the present study included 30 domestic and foreign sports stakeholders in Fars province who were selected based on purposive sampling. Data were collected through interviews. Trend analysis and uncertainties were used to design the scenarios. First, the project scope was determined, then the main development factors and blind spots were identified with 360-degree feedback. Subsequently, two key uncertainties were developed as the basis for scenario design. In the next step, a detailed and complete definition of the four possible scenarios was made. In the fifth step, an overall strategy based on the scenarios was presented. Using strategic matrices and GIS, the model was presented in a descriptive-analytical manner.
Results: The findings showed that there is an unbalanced distribution of sports hardware infrastructure. The most important goal is to promote convergence and inter-sectoral coordination. Deepening the attitudinal attitude to balance the cosmetic factors, synergy of sports activities can be considered as the most important strategies of the sports sector. Based on the findings, the analysis of 23 main strategic factors for the development of sports in Fars province was obtained.
Discussion and conclusion: Finally, it led to the production of two key uncertainties: "Privatization based on maximum access to goals (public and championship sports) with a productive approach" and "Sports tourism development",
