چکیده
هدف: هدف پژوهش حاضر، بررسی عوامل مؤثر بر فرایند سیاستگذاری نظام ورزش همگانی ایران بود.
روش‌شناسی: پژوهش حاضر از نظر هدف در شمار پژوهشهای کاربردی و از منظر ماهیت داده‌های پژوهشی جزو پژوهشهای کیفی بود. برای این منظور 16 نفر از خبرگان آشنا با حوزه ورزش همگانی به صورت هدفمند و گلوله برفی برای مصاحبه های عمیق ساختارنیافته انتخاب شدند. داده ها از طریق مصاحبه گردآوری شدند و به روش استرابرت و کارپنتر کدگذاری و تجزیه و تحلیل گردید.
یافته‌ها: نتایج پژوهش نشان داد که عوامل مؤثر بر فرایند سیاستگذاری نظام ورزش همگانی ایران شامل سیاست های جاری، توصیه بزرگان، ادارات و سازمان های ذیربط و مسئول، فرهنگ عمومی و رسانه ها و مسائل مالی می باشد. همچنین آسیب های موجود در این فرآیند شامل عواملی از جمله ضعف نظارت و کنترل، ساختار ضعیف، ضعف در برنامه ریزی و اجرا، عملکرد ضعیف رسانه ها، منابع مالی محدود، عملکرد ضعیف نیروی انسانی، قوانین، مشارکت محدود مراکز علمی و پژوهشی نیز شناسایی گردید.
نتیجه‌گیری: با توجه به نتایج تحقیق پیشنهاد می شود که توجه و تحلیل این عوامل، از اولین گام ها در فرایند و تصمیم گیری های سیاست گذاری ورزش همگانی در ایران بشمار آید.
