Objective: The aim of this study was to determine the validity and reliability of Moral Decision-making Questionnaire in Sport. Methodology: The statistical population of this study was the athletes in the Iran out of which 262 questionnaires were collected. Measurement Instrument was a questionnaire of 20-item used Moral Decision-making (Martin et al, 2007) with three subscales (Acceptance of Cheating, Keeping Winning in Proportion, Acceptance of Gamesmanship). Validity of questionnaire was accepted after translation by professors sport management specialists. Statistical methods were descriptive indexes for describing data, Cronbach`s alpha for determining validity, analysis of an accepting factor to determine the structures validity was used. Results: Analytical results showed (α=0.78) reliability for Moral Decision-making questionnaire. All questions had a significant relationship with their agent in reliability of Structure, the amount of relationship and T-value, and they could be a good predictor for their agent. X2/df=3.26, RMSEA=0.064 indexes and NFI=0.90, CFI=0.90 and GFI=0.94 also confirmed the goodness of models. Also, the results about the relations of factors with the meaning of Moral Decision-making showed that all factors could be a good predictor for the concept of Moral Decision-making. Conclusion: Questionnaire ethical decision making reliable and valid measure that can be used to evaluate ethical decision-making in the field of sports and reliable and consistent results are achieved.

Objective: The main purpose of this research was designing the structural model of human resource management policies and organizational performance in Ministry of Sport and Youth. Methodology: Research method was Descriptive and correlation type. The target population was 466 experts of Ministry of Youth and Sport. Using krejcie- Morgan table, the sample size was determined 214. However, due to need of adequate statistical method, 320 questionnaires were distributed. From returned questionnaire (312), 294 questionnaires were suitable that considered as sample size. The research instruments included basic demographic information, human resource management policies questionnaire, organizational efficiency (Pinprayong & Siengtai, 2012) and organizational effectiveness (Hsu, 2002). To identify the dimensions of variables, factor load and construct validity, confirmatory and exploratory factor analysis was used with varimax rotation. Data analysis was done by test sampling adequacy (KMO) and Bartlett, Pearson correlation, regression, factor analysis, path analysis and structural equation modeling techniques with using SPSS and LISREL software. Results: Exploratory factor analysis identified five dimensions for Human Resource Management policies and tow dimensions for organizational performance that explained 61 and 44 percent of total variance. Multiple regression coefficients between human resource management policies and organizational performance were significant at % 99 confidence level. Human resource management policies predicted 51 percent of variance of organizational performance. The proposed research model had good fit in target population. Path analysis showed that coefficient effect of human resource management policies on organizational performance was %61. Conclusion: According the results, human resource management policies and its dimensions could explain organizational effectiveness and efficiency and should be applied in policy - making by managers.

Objective: The purpose of the study was to investigate the barriers and restrictions of the handball development in Sabzevar and providing strategies development solutions. Methodology: The research was a descriptive – survey study. The research tool was a researcher made questionnaire which was used after determining superficial and content validity and reliability(α= 0.95). Confirmatory factor analysis was used to confirm the tool validity. The research society were all the handball specialists and coaches in Sabzevar (220 persons). The statistical sample selection was purposive. Kolmogorov-Smirnov test was used to assess the normality of data distribution, as well as Welch test was used to determine a significant difference between the respondents’ views and Dunnett post hoc test was used to consider the respondents’ views. Confirmatory factor analysis test was used to prioritize the barriers. Results: Lack of industry in Sabzevar and limitation in financial support from the industrial, weakness of the management in the Handball Association of Sabzevar, lack of experienced coaches and experts in Sabzevar, absence of a mechanism to encourage and appreciate the people and fans involved in handball in the city and lack of efficient use of available facilities were the most important barriers for handball development in Sabzevar.. Methodology: In this study has been used cross– impact analysis, and scenario-base planning have offered flexible and Comprehensive planning combination in proposing new style in foresight of sports development. Among used innovations, employing of Micmac and Scenario wizard software to cross– impact analysis and creating scenario carts can be mentioned. Results: In order to realize the research goals based on drawing the stable guideline of elite sports, first, by monitoring the literature and by using Panel of experts, proceeding forces having an impact on developing championship sports have been derivated. Then. After verification of their validity and durability by experts, in ponded sessions applying structured analysis matrix other has been assessed. Finally, using two key factors, with properties like having impact and uncertainlyEffectiveness and impact, the scenario logic is designed and finds scenarios is represented. The result of analyzing factor, derivation of two key factors including backing up of financial supporters and scenarios called "sprint", “relay race”, “high jumping” and “water pit”, than alternative position of them was determined. Conclusion: Finally, regarding the scenarios extracted, it is suggested that in the current chaotic and competitive situation, Youth and Sports General Directorate of Khorasan Razavi make long term plans and focus on foresight patterns. Besides, it should be conscious about the likelihood of each scenario by thorough and continuous environmental scanning and capture a comprehensive knowledge of the future by investigating and evaluating each of its strategies in case of happening each scenario and if necessary, it should formulate and replace new strategies
