The purpose of this research was to identify key themes and provide a conceptual framework for capacity building in the development of community sports in Iran. The research method was a qualitative study with thematic analysis approach. The research participants included scientific experts (university professors and researchers) and executive experts (managers and experts of the research organizations). The number of samples was 15 according to theoretical saturation. Sampling was done by theoretical method. The research tool included semi-structured exploratory interviews along with its supplementary library study. The validity of the tool and the results were evaluated and confirmed based on the competence of the sample, the validity of the content of the questions, and the agreement between the coders. Multi-stage conceptual coding method was used to analyze the findings. The framework extracted from the qualitative findings included 4 levels, 9 perspectives, 30 dimensions and 88 components. Four conceptual constructs in the sequence of overall impact-effectiveness of their subcategory themes in the model include; The environmental base of capacity building (drivers and inhibitors), the ability of the multi-sectoral system of capacity building (strategies, processes and levels), the capacity building of development axes (the axes of resources and mechanisms) and the functions of capacity building of public sports (development of capacities) public sports and public sports for sustainable development). Based on the findings, it can be said that capacity building for the development of public sports is a systematic process based on environmental capacities and challenges, strategic efficiency and a systemic process
