Objective: The purpose of this study was to strategically analyze the coastal lifeguard service system.
Methodology: The research method was strategic studies based on descriptive-analytical method. The statistical population consists of two main parts: human society and information society. A statistical sample was sampled in a sufficient number based on theoretical saturation in a purposeful and accessible manner (30 people and 44 documents). The research tools included systematic library study, semi-structured interview, researcher-made questionnaire and Delphi three-step method. The validity of the instruments was confirmed using content validity, reliability and agreement between the correctors. Conceptual analysis method was used to analyze the data.
Results: The results showed that barriers were categorized in the areas of employment and training of rescuers, facilities and services, finance and security, coastal operations, executive management, structural, cultural and environmental. In the solutions section, the employment of rescuers, financial and security, facilities and services, structural and institutional, coastal operations, culture, training of rescuers and lifeguards, executive management and environment, respectively, had priority.
Conclusion: Therefore, it can be said that the main problems are due to the lack of integration of management and development system and the most important strategy to improve it is the proper division of labor between the department and the organization while integrating the performance system.
