Abstract
Objective: The purpose of this study was to determine the role of intra- and inter-organizational strategies on the establishment of meritocracy in the development and maintenance of sports facilities of Iran.
Methodology: This research is applied in terms of purpose and This research is descriptive-correlation in terms of data collection. The statistical population consisted of all employees of the Development and Maintenance of Sports Facilities (828 persons). According to the Morgan table, 265 people were selected from the headquarters of the Central Office, Enghelab complex, Azadi complex, in order to collect data from Abdesabur (1387) Questionnaire And Abili's meritocracy Questionnaire was used. to analyze the data from descriptive statistics methods Frequency Distribution Tables and Charts), Inferential statistics (Pearson correlation) and structural equation modeling techniques were used
Results: The results showed that inter-organizational factors, inter-organizational factors and HRM functions had a significant positive effect on employees' meritocracy and HRM practices had the most impact on meritocracy.
Conclusion: Finally, according to the results of the research, it can be said that the use of legal methods in the system of recruitment, appointment and promotion, observance of the existing laws and directives, providing an appropriate framework for nurturing an efficient and effective human resources, the areas of meritocracy in the development and maintenance of sports facilities.
