Abstract
Active cities are a source of investment in the development of more environmental, social, economic and human capital. It is a city based on the model of Strauss and Corbin. The collection of information in the qualitative section was through library study and semi-structured interviews. A statistical sample with a sufficient number based on theoretical saturation (22 people) which was polled by snowball method that raw data of 1290, 324 open coding and selective coding were obtained. The results were given to the experts. The results showed that the difference between the deviations of the second and third round criteria was less than 1, which can be concluded that these categories were accepted as the final indicators of the research and the final paradigm model was drawn. In general, given the current situation in the country and the lack of sufficient motivation to achieve an active city, it is suggested that urban management should make more efforts in the direction of its flexibility and expand the Yaz system. , Low hierarchy, facilitating laws, transparency of accountability, social media, participation space, and focus on creating active cities can lead to social justice in society and create space for participation of public institutions and organizations to develop public sports. .
