Abstract
Objective: The present study aimed to investigate the effect of freedom of expression on the effectiveness of strategic management with the mediating role of organizational bullying in the Ministry of Sports and Youth.
Methodology: The research method is mixed (qualitative and quantitative) and from the perspective of data collection method is a descriptive that was done in the field. The statistical population of the study included all staff members of the Ministry of Sports and Youth (N = 800) and using Morgan table, the minimum sample size of 260 people was determined and sampling was done by stratified sampling. The measurement tools of this study included three questionnaires of effectiveness of strategic management Niknejad (2015) and questionnaire of freedom of expression Amrollahi and Buicki (2017) which were used after confirming the validity and reliability.
Results: The results showed that in the Ministry of Sports and Youth, the effectiveness of strategic management variable is significantly in poor condition and the average freedom of expression is significantly lower than average. Also, there is a positive and significant relationship between freedom of expression and the effectiveness of strategic management (Sig = 0.01).
Conclusion: In order to achieve an effective and program-oriented organization, it is necessary to pay attention to the factors related to human resources, one of the most important of which is to create the necessary conditions for freedom of expression in the organization.
