Objective: Human resource planning is the basis of development of sports whose prerequisites require proper knowledge of the status of human resources, so the aim of current study was to anlysis the badminton human resources development situation in the provinces of Iran.Methodology: The research method was descriptive-survey and in term of objective was practical and in term of data collection method was field study. The statistical population included badminton associations in the provinces of the country and the statistical sample was chosed in the form of total number. The research tools were a researcher-made questionnaire that evaluate the status of the three group of human resources in sport, consisting of “coaches”, “referees” and “athletes”. Content validity of the questionnaire was confirmed by the viewpoint of 13 experts. For analyzing data, descriptive, ranking and leveling methods were used in Excel, SPSS and GIS software.Result: The findings showed that Indicators for referees, coaches and athletes have the highest impact on human resource development in the provinces, respectively. Also, about development of badminton human resources in the country, it was found that lower than 4% of provinces in the country being in level 1 or developed, about 8% being in level 2 or less developed, and about 88% of provinces being in level 3 or undeveloped.Conclusion: In general, according to research results in different parts, it is important to adjustment and approval of the training and promotion of coaches, formulate targeted policies in elite sports, create a talent management structure for athletes and increasing the number of badminton referees in a balanced and symmetrical way in the provinces of the country.

Objective: The present research examines special sports events as a tool for para-diplomacy in the border regions of Kermanshah province.Methodology: The current research adopts a qualitative approach and falls under the category of grounded theory. The data collection tools utilized in this study involve in-depth and semi-structured interviews with key stakeholders of special events, diplomacy, and para-diplomacy in the province. The interviews continued until theoretical saturation was achieved. Additionally, a snowball sampling method was employed to select interviewees, and the data obtained from 14 interviews were coded and analyzed using the grounded theory approach.Results: A total of 751 initial codes were extracted from the interview analysis. After extracting similar codes and eliminating duplicates, 259 open initial codes were identified. Conclusion: Paradiplomacy, as a novel approach, and special sports events, as instruments, should be utilized by governmental figures to advance this approach, leveraging all available capacities in border provinces for national development, regional interaction improvement, and shaping public opinion. In this regard, subnational units in Kermanshah province can contribute to the country's goals and development by leveraging the existing potential for organizing sports events, provided certain authorities are delegated to them through contracts and commitments to national interests.

Objective: The purpose of this study was development planing of sports Infrastructures in Guilan province based on the per capita reform approach. Methodology: The research method was descriptive-analytic. The statistical sample of this research included all sports Infrastructures in Guilan province. Descriptive data was collected using records and documents in offices and location data was collected using a GPS device. In inferential statistics, cluster analysis and K-Mean method were used in SPSS software. Results: In terms of per capita sport spaces in Guilan province, seven cities were in good condition (44%), eight cities were in moderate (50%) and one in bad (6%). In general, in per capita of sport Infrastructures, Gilan province, like other provinces of the country, faced very high deficits and had a significant difference with the standard per capita standard of the country. Conclusion: Infrastructures and sports places in the province of Gilan did not conform to the defined standards. Although the relative per capita of some regions was better than others. But sport capitation of all areas in Guilan province was less than the standard sport capitation. As a result, with approach of reformation the per capita such as this study, an effective step to address these shortcomings, and in particular the development planing of the country, could be taken.

Objective: The aim of this study was to compare and prioritize the effective factors on the reputation of the faculty of sport sciences.Methodology: The present study was descriptive-analytic and the statistical population of the study was all postgraduate students of the faculty of sport sciences throughout the country. Using simple random sampling, 384 students were selected as statistical sample. The instruments were reputation questionnaire (Ressler, 2010). The validity and reliability of the questionnaires were confirmed. Data analysis was performed using path analysis in the LISREL software.Results: The findings showed that eight factors (emotional aspect, financial performance, vision and leadership, administrative transparency, team structure, products and services, human resources and social and environmental responsibility) on the reputation of the faculty of sport sciences from the viewpoint of the students of education Supplementary influences are among these factors, the dimension of team structure has the most effect on the reputation of the the faculty of sport sciences. Also, the University of Tehran, Guilan University and Ferdowsi University of Mashhad were more familiar with other universities than the other students.Conclusion: Regarding these findings, it is recommended to Dean of the faculty of sport sciences of all universities to increase the reputation of their faculty in developing all their dimensions, in particular products and services, financial performance, administrative transparency, Social and environmental responsibility due to the lower average of these dimensions than other factors, will be more effective in attracting more students to continue their postgraduate education.

Objective: Inequality and imbalance in the development procedure of provinces is the foreground of inequality in the social, economic and cultural contexts. Therefore, it is expected that sport as a sociocultural phenomenon, like other sectors, has an unequal and imbalanced development procedure. This study is aimed to analyze the procedure and changes in the development level of Iran's provinces competitive sport. Methodology: This study is descriptive and analytic which has reviewed the development procedure of competitive sport of provinces between the years 2006 to 2012 by using 48 indicators. The statistical population was embraced all Iran’s provinces and the statistical sample was equal to statistical population and consist of 31 provinces which were in Iran’s countr divisions in 2012. Factor analysis was used to calculate mixed indicators and cluster analysis was used to determine the level of sport development of provinces. Results: The study of development procedure of competitive sport revealed in 2006, that the level of competitive sport development of 8 percent of provinces was high and 6 percent of them were deprived and disadvantaged, while in six-year era, with increasing trend, the ratio of developed provinces in 2012 had changed to 43.3 percent, and the ratio of disadvantaged provinces had changed to 40 percent. Conclusion: with consider to competitive sport development unequity in the country provinces, it is recommended that in future plannings and strategy codifications of competitive sport, priority of allocation of resources must be allocated to the periphery and perimeter provinces till in addition to preventing the migration of athletes and active human resources in sport in deprived provinces, to create the background of further promotion on this level of the sport in the country and to be success in international and worldwide competitions.
