Abstract
Objective: this study was to describe and explain the role and performance of the government and parliament in Iranian sports from the perspective of the initiative of the law. For this purpose, all the suggested and accessible bills and proposals of the legislative periods in the last four decades, i.e.
Methodology: Secondary data were extracted mainly from the site of the Research Center of the Islamic Consultative Assembly, and the data analysis was descriptive-analytical.
Results: The results of this study showed, there have been 33 suggestions for legislation in sports by the executive and legislative branches, about 36% of which have become law. In order to analyze the quality of the law, two of the proposals and bills that have been the most discussed in the legislative periods, namely the proposal to change the structure of the sports organization and the bill to establish sports clubs by the people and under the supervision of the government have been discussed.
Conclusion: The results showed that the executive branch, or in other words the established governments, was less active in proposing the law in the periods studied by the Islamic Consultative Assembly. However, based on the absolute index (ratio of conversion of proposals to law), the bills in the legislative process have passed a more successful path and on the other hand, the privatization process in sports and the establishment of the Ministry of Sports and Youth were implemented by law in the third and eighth parliaments of the Islamic Council, respectively.
