The purpose of this research was to formulate a conceptual framework for the development of cycling in Iran. The research method was qualitative (systematic exploratory). The statistical population included scientific and executive experts related to the subject of the research. A sufficient statistical sample was estimated based on theoretical saturation and purposefully sampled (13 people). The research tools included systematic library study and semi-structured interviews. The validity of the tool was coded and confirmed based on the scientific and legal validity of the sample (persons and documents) and the level of agreement between the correctors. The analysis method included multi-step coding. The results showed that the distribution of the identified factors (64 cases) for the areas of cycling include: public cycling (15 cases), recreational cycling (13 cases), sports cycling (15 cases) and common three The field is (21 items). Also, the distribution of these factors for the dimensions of alignment analysis includes; Alignment axes (13 cases), alignment capacities (10 cases), alignment challenges (14 cases), alignment strategies (13 cases) and alignment consequences (14 cases). Based on the framework, it can be said that the research model has statistical and conceptual validity suitable for the strategic analysis of cycling development. Based on the content of the model, the development of cycling follows a systemic pattern, and its key and strategic factors form horizontal and vertical causal loops in the model, which managers should base on in planning, implementation and evaluation.
