Objective: The present research was conducted with the aim of explaining the drivers of strategic thinking in order to improve the quality of the decisions of the Ministry of Sport and Youth.Methodology: The research was of a mixed or combined type (qualitative and quantitative). The statistical population of the research in the qualitative part included all experts in the field of sports and in the quantitative part included all managers and employees of the Ministry of Sports and Youth, totaling 850 people. Sampling in the qualitative part was carried out purposefully and using the snowball technique, and interviews continued until theoretical saturation was achieved (16 people). In the quantitative part, the sample size was calculated based on the Morgan table as 233 people, and these people were selected using the stratified random sampling method. For data analysis, the Grand Theory technique and the Fuzzy Delphi method were used in the qualitative part, and the exploratory factor analysis tests, Friedman ranking test, and structural equation modeling were used in the quantitative part with the help of SPSS 25 and Smart PLS 3 statistical software.Results: The results of the qualitative part of the research showed that the 12 main factors of the central hypothesis are conceptual thinking, systemic thinking, creativity, goal setting, continuous monitoring and evaluation, strengthening the managerial perspective, focusing on values, mastering time, mobilizing the supply chain, foresight, intelligent opportunism on thinking. Strategically, it is effective in improving the quality of the decisions of the Ministry of Sports and Youth.Conclusion: According to the results, it seems that conceptual thinking as the most important effective driver of strategic thinking in order to improve the quality of the decisions of the Ministry of Sports and Youth should receive more attention from the managers and policy makers of the Ministry of Sports and Youth and this concept should replace the old thinking.

Objective: The purpose of this study was to investigate the effect of core competencies on the innovation of sports organizations by examining the mediating role of intellectual capital.Methodology: In terms of subject, this research is in the field of correlation studies, in terms of nature, it is in the field of descriptive research. The statistical population of the research included managers and experts of the Ministry of Sports and Youth, sports federations and the National Olympic Committee (N=1200). According to the minimum sample required in the Morgan table, the sample size was determined to be 291 people, which was done by simple random sampling. Four demographic information questionnaires, Qasemi et al.'s core competencies questionnaire (2013), Bontis et al.'s (2000) intellectual capital questionnaire, and Jimenez et al.'s organizational innovation questionnaire (2008) were used. To confirm the formal and content validity of the questionnaire, the opinions of 7 sports management professors were used. The reliability of the questionnaire was also confirmed by conducting a test on 30 members of the research community and calculating Cronbach's alpha coefficient. For data analysis, descriptive and inferential statistics were used in SPSS version 26 and structural equation model in Amos software version 24.Results: The results showed that there is a significant relationship between core competencies and innovation, core competencies and intellectual capital, and between intellectual capital and innovation in sports organizations in the country (Sig=0.001). Also, core competencies have a significant positive effect on innovation (Sig=0.001, t=10.561) with a path coefficient (β=0.782), intellectual capital on innovation (Sig=0.001, t=6.040) with a path coefficient (β=0.443), and core competencies have a significant positive effect on intellectual capital (Sig=0.001, t=8.573) with a path coefficient (β=0.572) in sports organizations.Conclusion: In order to promote the innovation of their organization, the managers of the country's sports organizations have a special level in hiring employees based on their competence and facilities as well as their innovation capabilities. Also, by improving the competencies of organizational employees through specialized training, job rotation, etc., they also promote their innovation.

Objective: The aim of this study was to identify the factors affecting the Implementation of sports rights based on clubs' civil liabilityMethodology: The research method was a systematic exploratory study with a thematic analysis approach. Data were collected through several methods such as interviews, library study and document review. The statistical population of this section included two human resources and information resources (scientific resources, documentary and library resources). The human part of the statistical community includes university professors and researchers (sports law, sports management, law, etc.) and legal experts in sports, managers of sports clubs who were interviewed. Qualitative sampling was theoretical and judgmental (based on criteria such as specialty, job category, work history, etc.) (17 Participants). The validity of the library study transcript and interview tools was first assessed using expert opinion. Then, through validation methods, coding and agreement of the correctors (kappa coefficient) were examined.Results: Findings showed that the contexts and contexts (legal environment of sports management, legal system of sports management, legal management of sports management and legal development of sports management are effective indicators.Conclusion: According to the results, the development of the environment and legal system in sports clubs, and paying attention to these indicators will lead to the institutionalization of sports rights based on civil responsibility.
