The statistical population of the research in the qualitative part included all experts in the field of sports and in the quantitative part included all managers and employees of the Ministry of Sports and Youth, totaling 850 people. Sampling in the qualitative part was carried out purposefully and using the snowball technique, and interviews continued until theoretical saturation was achieved (16 people). In the quantitative part, the sample size was calculated based on the Morgan table as 233 people, and these people were selected using the stratified random sampling method. For data analysis, the Grand Theory technique and the Fuzzy Delphi method were used in the qualitative part, and the exploratory factor analysis tests, Friedman ranking test, and structural equation modeling were used in the quantitative part with the help of SPSS 25 and Smart PLS 3 statistical software.<br /><strong>Results</strong><strong>:</strong> The results of the qualitative part of the research showed that the 12 main factors of the central hypothesis are conceptual thinking, systemic thinking, creativity, goal setting, continuous monitoring and evaluation, strengthening the managerial perspective, focusing on values, mastering time, mobilizing the supply chain, foresight, intelligent opportunism on thinking. Strategically, it is effective in improving the quality of the decisions of the Ministry of Sports and Youth.<br /><strong>Conclusion</strong><strong>:</strong> According to the results, it seems that conceptual thinking as the most important effective driver of strategic thinking in order to improve the quality of the decisions of the Ministry of Sports and Youth should receive more attention from the managers and policy makers of the Ministry of Sports and Youth and this concept should replace the old thinking. <strong>هدف</strong><strong>:</strong> هدف از پژوهش حاضر تبیین پیشران‌های تفکر استراتژیک در راستای کیفیت‌بخشی تصمیمات وزارت ورزش و جوانان می‌باشد.<br /><strong>روش‌شناسی</strong><strong>:</strong> پژوهش از نوع آمیخته یا ترکیبی (کیفی و کمی) بود. جامعه آماری پژوهش در بخش کیفی شامل کلیه متخصصان صاحب‌نظر در حوزه ورزش و در بخش کمی شامل کلیه مدیران و کارکنان وزارت ورزش و جوانان به تعداد 850 نفر بود. نمونه‌گیری در بخش کیفی به صورت هدفمند و تکنیک گلوله‌برفی انجام گرفته و مصاحبه‌ها تا دستیابی به اشباع نظری ادامه یافت (16 نفر). در بخش کمی نیز حجم نمونه بر اساس جدول مورگان 233 نفر محاسبه شد که این افراد به روش نمونه‌گیری تصادفی طبقه‌ای انتخاب شدند. برای تجزیه‌وتحلیل داده‌ها در بخش کیفی از تکنیک گرندد تئوری و روش دلفی فازی و در بخش کمی از آزمون‌های تحلیل عاملی اکتشافی، آزمون رتبه‌بندی فریدمن و مدلسازی معادلات ساختاری با کمک نرم‌افزارهای آماری SPSS 25 و Smart PLS 3 انجام شد.<br /><strong>یافته‌ها</strong><strong>:</strong> نتایج پژوهش نشان داد 12 عامل اصلی فرضیه محوری، تفکر مفهومی، تفکر سیستمی، خلاقیت، هدف‌گزینی، نظارت و ارزیابی مستمر، تقویت دیدگاه مدیریتی، تمرکز بر ارزش‌ها، تسلط بر زمان، بسیج زنجیره تأمین، آینده‌نگری، فرصت‌طلبی هوشمندانه بر تفکر استراتژیک در راستای کیفیت‌بخشی تصمیمات وزارت ورزش و جوانان مؤثر است.<br /><strong>نتیجه‌گیری</strong><strong>:</strong> با توجه به نتایج به نظر می‌رسد که تفکر مفهومی به عنوان مهم ترین پیشران مؤثر بر تفکر استراتژیک در راستای کیفیت‌بخشی تصمیمات وزارت ورزش و جوانان باید بیش از پیش مورد توجه مدیران و سیاست‌گذاران وزارت ورزش و جوانان قرار بگیرد و این مفهوم جایگزین تفکر قدیمی شود. https://jsmd.guilan.ac.ir/article_9512_467b40c50f8288c2ffca25cb49fde7ae.pdf
