The main objective of this research was to identify social priority and factors that affect on social responsibility Primer of League Iran. <br /><strong>Methodology</strong>: The sample consisted of 19 people's experts, administrators and faculty who were selected through theoretical sampling. This research was conducted as qualitative and used interview for data gathering. Data analyzed through three stages coding include open, axial and selective. <br /><strong>Results</strong>: Findings were consist 63 labels in open coding, which categorized in 14 concepts. In following six categories of cultural-moral, economic, technical, legal, political and structural were identified related to challenges of social responsibility.
