Objective: The purpose of this research is to design the model of the factors affecting the realization of the economy in the statement of the second step of the revolution in physical education and sports of I.R. Iran
methodology: The current research is qualitative in terms of fundamental purpose and strategy. To collect data, which included library studies, content analysis method and review of 27 studies (domestic and foreign) and semi-structured interviews with 19 experts and experts in the field of sports management. The statistical population of the research is all the experts related to sports management, including the macro sports and political management of the country, professors and faculty members of universities in the field of sports management. The interviewed people were selected by non-random sampling of the targeted and accessible type. The interviews continued until theoretical saturation was reached. In this method, based on Atrid Sterling's (2001) perspective, the theme network analysis tool was used.
Results: The results of the research showed that the factors affecting the economy in sports and physical education in the country are in four areas (human resources, physical resources, financial resources, entrepreneurship) 58 Basic themes.
Conclusion: Fixing the defects of the economic structure of the country's sports, directing the huge liquidity generated in sports to economic activities instead of additional costs is logical and it is beneficial for the economy by creating a basis for the development of a diverse and large market for the country's sports industry.
